A starter deck is a complete deck that plays straight out of the box. You get a Leader and a full deck in one colour, so it's the easiest way to learn a game, or to pick up a new Leader without building from scratch.
The One Piece Card Game starter decks each have their own Leader and colour, and the deck sets put two or three decks in one box with a two-player playsheet, so you can learn with a friend. Once you know which colour you like, a booster box is the cheaper way to build on it.
